Amin used the occasion to reaffirm Uganda's commitment to a recently concluded peace agreement with neighbouring Tanzania following a period of border tensions and military clashes that had raised fears of a wider regional conflict. He pledged that Uganda would honour the terms of the agreement and work toward maintaining stability along the shared frontier. A wreath was also laid by the head of a Somali observer mission that had been monitoring conditions along the Uganda-Tanzania border. Somalia had played a role in regional efforts to ease tensions, while observers from several African states were involved in monitoring the implementation of the ceasefire arrangements. Kisoro's selection as the venue reflected its unique place in East African military history. Located near the borders of Rwanda and what was then Zaire, the area witnessed military operations during the East African Campaign of the First World War. Historical records indicate that fighting between British and German colonial forces continued in parts of the region even after the November 1918 Armistice in Europe because communications were slow and news of the ceasefire took time to reach remote battlefronts. Thousands of Ugandans served in the King's African Rifles and other colonial military units during both World Wars.
