As far as saying someone 'cannot enforce fire code' because they 'aren't the fire Marshall' is so inaccurate. Every commercial space is capacity rated. It is called an occupant or occupancy load. It is a legal requirement as part of FLS (Fire Life Safety). The Building Owner, Leasee, Event Manager, etc. is legally responsible and liable to adhere to the occupant load. I hope this educates those that don't understand how that actually works.
