That is a Persian Silk Tree (also commonly known as a Mimosa tree or Albizia julibrissin). Those "fluffy pink things" are its blossoms, which look like little pom-poms or bursts of silk threads. They have a very distinct, sweet fragrance and fern-like leaves that actually fold up at night or when it rains. They are incredibly beautiful, though in some parts of the US, they are considered a bit of a nuisance because they spread seeds easily and love to sprout up everywhere!
