not hard to get a "mostly" random number, and wouldn't cost "billions". just take the current time in milliseconds for example. or the current barometric pressure to 3 decimal places.

there is no truly random computer algorithm, its in the name; an algorithm is a predefined set of rules to perform/do/generate something. the outcome may look random to a human but will never be. even these lavalamps are not truly random. if someone measured every particle position and direction, he could predict what the particles will do. but its not possible to know the precise position and direction of a particle simulaneously
