The hardest part is usually the visitor visa. How can someone visit Canada temporarily while also planning for permanent residence? This is where dual intent comes in. Wanting PR in the future is not, by itself, a reason for refusal. But the officer still needs to believe that if the sponsorship application is refused or your spouse's status expires, they would realistically leave Canada and comply with immigration law.
