I would definitely work with United to try and resolve the issue, but I would be careful about blaming United outright. I can tell from the flight number that this was a flight from Cancun, and at many international airports, airlines contract out services such as check-in, gate operations, and baggage handling. I can’t remember what happened specifically in Cancun, but in Puerto Vallarta, I think it’s the airport staff that collectively handles bags because the airport is so small. Like their staff just rotates between all of the airlines. Depending on the airport, your bag may not have been handled by an actual United employee until it arrived in San Francisco. By that point, it could have passed through the hands of airport personnel, security screeners, contractors, and baggage handlers in multiple locations non of whom would be actual United employees. If something is missing, United is absolutely the right place to start the claim process, but I don’t think it’s fair to just accuse them outright. I hope your items are recovered.
