This favors E2 because of steric hinderance. KOtBu is considered to be a strong bulky base but a poor nucleophile. SN2 is favored for as little hinderance as possible. Hence, E2 is great here not SN2. This is a strong base and favors Hoffmann product because if you went Zaitsev way, you would have steric class due to the bulky group.
