From her perspective, subaru boasted about saving rem and going to this dangerous tower that nobody has conquered in 400 years, and then right after the first night they spend he does reckless ass shit by just running straight to reid and getting himself stabbed and breaking his nails and going insane. Keep in mind, ram also has mental issues because a huge part of her life was erased from existence by gluttony. She doesn't remember rem, but she feels how big her part was in ram's life and feels a huge hollow part inside her mental state. The line "i feel bad for rem" wasn't just to make subaru to feel bad. It was also her coping mechanism with the fact that subaru (the only person who remembers rem) just went insane and got himself heavily hurt. Keep in mind she literally saves his life in episode 3 and heavily contributed to them even getting to the tower when she located the birds through clairvoyance in sand time.
