they're not mobile phone cameras.. and you didn't ask the bloke who was installing them. they're traffic counting cameras, and you can do a check to see why, they'll be something do with upcoming roadworks or planning permission. those cameras are terrible quality, couldn't tell if you had a phone or a banana
