Never in 35+ years of law enforcement have I ever had to deal with a colleague striking a restrained suspect. You never, ever strike a restrained suspect, unless your life or someone else’s life is in immediate danger. I would have fired him on the spot, then arrested him. Yes her behavior is unacceptable, but it did not rise to even remotely the level of physical assault by the officer.
