Fascism refers to a movement around a mythological people that need to purify themselves from the other. The elites fund them to kill the socialists and the trade unionists whose political power they fear. These political enemies and the colonial subjects were the first people to be othered by Mussolini. Later interactions with Hitler, led Mussolini to make fascism into a racial belief.
