In my country, you need to pass a thorough inspection before selling a car. The seller has to give you a special cert. You need that to insure it and get or update your registration. Yet, people still manage to get scammed. 🙄

Got my 96 Cherokee on marketplace for 500$ two years ago. Now has 308k on it. Drive that mf everyday. Wobbles over 60mph and drinks gas but ac blows cold and 4wd works flawlessly.
