Actually the lore of the movies if you bother to actually watch is that the people did not resort to murder immediately in the small contained experiment they ran in the first purge people was just mostly chilling waiting to get paid for participating mostly vandalism and petty theft going on the GOVERNMENT hired mercenaries to wipe out minority’s and the homeless in order to help with population control and also to make it look like it was a massive success and that people needed to vote for the purge to become yearly so yeah
