As somebody that has operated at a nuclear plant in Canada for 23yrs, this is a well known incident... it was a tiny reactor, but new tech at the time, and the assistance provided by the then future U.S. president was well documented.

This is inaccurate. Jimmy Carter was part of the team, but he did not devise the plan or lead the team. The team was led by a Canadian physicist, Dr. W. B. Lewis.
