Decade actually IS stronger than Zi-O, Kamen Rider Legend used a card to transform into 2009 Decade and beat Barlckxs who himself said and has proven that he is apparently stronger than every Kamen Rider from the Heisei Era (That includes Ohma, he knows who he is). Directly upscaling a younger Decade even higher 😭💔
