I'm lucky, my phd supervisand I get along like a house on fire. We go way back from my undergrad days. He supervised my masters and I took his modules at honors level too. Communication wasn't always smooth sailing, but after that hurdle we got along very well. He answers my calls, emails and WhatsApps within hours.

to have some peer reviewers by your work such that you send work which will make his work easier. in addition, institutions hve to hire more staff...its an issue of lack of labor

I work for a professor (at her organisation she co-founded) and she has atleast 4 jobs that I know of. Sometimes she’s attending seminars/ workshops outside the country, hardly ever have time on her hands

This thing frustrate me. If as supervisor you are not available just say it at the beginning so that they don't assign you a student for supervision
