the reason why you go for over 2.5 it's because you are not sure who's gonna score those goals but when you go for Barca or Madrid to score two goals you're very sure which is unlikely

Either team to score 2 goals can't be 1.6 or 1.7 . the highest is 1.45 and below. because most of those matches are obvious . 1.6 or 1.7 is for teams that can't make over 2.5.
