If that job was on a quiet housing estate and traffic count was low it would be under a give/take, the fact the traffic is heavy “them reserving themselves a parking space” eliminates road users racing past their van and trailer because they have to be at their destinations as fast as possible! The lights is a safety precaution for road users, pedestrians and the team working.
