When you get cash back at most establishments there is a fee, just like at an ATM. That fee is not refundable. Think about using an ATM, say you decide to put the cash back in, you don’t get your fee back. The only way she could put that $10 back on her card, is to “load” her card, and that is a new transaction fee.
