Otherwise, your entire surrounding area could also be low on swarms. bees move freely. usually, it is another keeper's apiary that will produce for you swarms that will build your on as your apiary will in turn do to enable theirs get colonised. apiaries have a symbiotic relationship. therefore, keep going. you are building up and adding up to future swarms availability in your environment.

I have 20 but just 18 so far colonized.
what else you can try is, select one or 2 hives and isolate, take a bit far from the apiary and watch 3 days, a weak, 2 weeks, ensuring your hives are in good condition. you may not need those attractants but am sure they also work but I have never used them.
the problem may come in the way you bring back that newly colonized hive, because you don't have to bring it at the speed you took it.

I would suggest using lemongrass oil. Also, try setting up catch boxes in different locations. Once a colony occupies one of the boxes, you can then transfer it to your apiary.
That's just my view, though. You're doing great work, so never give up. I've experienced a similar problem before, and patience and consistency really help.
