Where is he getting his information from? Statewide / Kentucky Building Code (including the Kentucky Residential Code): Smoke alarms are required in all residential dwellings, including single-family homes, multifamily homes, rentals, etc. kidde.com

Only a jury can definitively say what is or what isn’t reckless or negligent. Cops aren’t judges and we don’t argue the law with them. Contact an attorney who does civil litigation.

So I’m in etown and I work with contractors they literally have to have fire alarms in every room and they have to be replaced every 10 years

Kentucky has a child fatality review team that does an investigation into any fatality of a child 18 and under to see if it could have been prevented. Check your area and speak with someone that is on that team, they might be able to help direct you in the right direction. I work at a local health dept and we have employees that are members of each county’s team.

im pretty sure any renters/home owners insurance requires smoke detection in a livable dwelling because it's a law.
