You might want to consider using a liquid chiffon or a lightweight crystal organza lining if you're looking for something with a subtle shimmer while still keeping the garment light and provide coverage. For the lining that you have, I would also consider reducing the amount of gathers or pleats so it doesn't feel as heavy. You could even make the lining without gathers altogether to create a lighter, more fluid look. or a thinner thing horse hair along the hems

Can you use tulle to like poof it in the back a little and on the sides? Is it possible to use something like tulle or another lighter fabric that will add dimension without taking away from the silhouette but give you that wavy effect?
