The Muslims most vulnerable during Partition often had the least ability to migrate. Many were poor Muslims living in Hindu-majority regions far from Pakistan. Yet the driving force behind Pakistan’s creation largely came from Muslim elites in those minority provinces, along with landlords and zamindars in the regions that became Pakistan.
