This makes no sense. It’s cheaper for the company to allow him to finish out the two weeks if they don’t accept the resignation and then opt to terminate, they then owe a severance package. Wayyyyy more than two weeks.

They will owe severance equal to the number of weeks they have worked there. On top of the two weeks pay for those last 2 weeks. And as labour laws are not federally regulated, this specifically are for British Columbia, Canada. Just so people don't reply, "where I live...."

If I gave notice where I work now I would experience the positive version of this; They would pay out the time but, I would no longer come in due to working with sensitive information.

I don't know about the land of Septics, but in UK the contract is terminated when one party breaks it. It's that way to prevent conversations like this.
