I think chances are that just like we're all made of matter, differently arranged, the intelligence could be a property of the universe that just happens to develop in different ways, so there's intelligence everywhere.

intelligence in organisms is organized around solving metabolic problems. plants and fungus intelligence is oriented towards a different problem landscape than animal conditions but it doesn't make them non-intelligent. great video.
