Under the new law, the maximum fee for permanent residency applications can be raised from ¥10,000 to as much as ¥300,000. Fees for visa renewals and other residency procedures can also increase to up to ¥100,000. The government says the additional revenue will be used to support the digitalization of residence management systems, Japanese language education, and programs that help foreign residents integrate into Japanese society. In addition, Japan plans to introduce the electronic travel authorization system “JESTA” in fiscal 2028.
