I'm saving up for a system build decent enough to let me run a local model. It won't be anywhere near frontier level quality but at least I'll have control over it and it won't be taken away while I'm in the middle of coding a new feature on my app.

I think that's a bit of a false dichotomy. The options aren't only "bad regulation" and "no regulation"; it's possible to take the models somewhere with *responsible* regulation That takes nothing away from your points, however. This decision by the American government was reckless and irresponsible

An American system is a problem because it is one Government. We should be looking at the broader European nations, including GB, for a democratic substitute.
