Mix together soy sauce, rice vinegar, honey, sesame oil, and chili oil. Instructions: 1. Season the chicken with salt, white pepper, garlic powder, and onion powder. 2. Add the potato starch and water, mixing until everything is evenly coated. 3. Pour the mixture into a hot, oiled pan and spread into an even layer. 4. Fry until deeply golden and crispy on both sides. 5. Top with a generous handful of scallions or cucumber. 6. Serve with the dipping sauce and enjoy!
