to be fair, that is a LOT of data that's just sitting around doing a lot of nothing, especially if it's content that has either been forgotten by it's own creators because they moved on or went to other platforms etc., or because the amount of traffic viewing such content and site is so minimal that there's no point even keeping it up. Informational and educational content are probably the most important things to keep open access to. everything else is pretty much expendable and should be deleted to free up space, because seriously, the information needs to be stored somehow, right?
