I wouldn’t be surprised if a lot of the other water tribes migrated to the south as well, specially, after the heroic thing team avatar did who wouldn’t want to be closer to their heroes. I’m pretty sure that’s also a big part of the expansion and the growth they had.

Hear me out. If Vaatu was absorbed back into Raava when he was defeated, then Raava and Vaatu become one and the same until the darkness splits off. So Vaatu's essence is a part of Raava's essence. Raava holds the essence of all four elements. Vaatu probably gains the essence of the four elements simply by the nature of having been part of Raava. Then he splits from Raava upon Korra's death, and inhabits the other twin. Easy simple explanation.
