Technically they were Targaryens. Rhaenrya Heir after her passing was to have their name be replaced as Targaryen. So If it Jace became king, It would be Jaecerys Targaryen. NOT Velaryon. And as her son's got picked off. It would go onto the next.

So by Laenor marrying her he becomes a Targaryen. Because he married up, he married up INTO the royal house. And Jace would become the next inline to the throne after his mother. And Luke would become the next inline for Corlys, since Laenor is no longer his heir since he married up, so he would become a velaryon.
