to briefly summarize the story so that this point doesn’t remain ambiguous in my mind:
* An unknown entity (It) destroyed an ancient civilization.
* It entered the dreamscape through the wreckage of dreams.
* The Black Cat and White Cat fragmented Somnoire and sealed It within the deepest layer.
* Over time, dreams accumulated in the underwater realm.
* Some residual frequencies stranded there were still willing to continue the fight against It.
* These residual frequencies had forgotten their original forms.
* Their memories, records, and beliefs survived only as scattered fragments.
* Piece by piece, they gathered those fragments and wove them into countless “films.”
* Detective Girl D states that the entire layer belongs to her and that she studies “what was left of everyone.”
* She also says something along the lines of, “I just want to make movies until I get to create one that can rebuild our world.”
because of this, I personally think the story is less about the frequency of a sealed Threnodian eventually siding with humanity and gaining an identity, and more about the civilization that fought against It. even after its destruction, the remnants of that civilization continued to gather their fragments and carry on the fight to the very end.
As for the term “Mother” used in the event, the context starts with Dorothy explaining that "Dorothy?": Anyway, even though the Gatekeepers were on it as fast as they could, it looks like they still haven't
managed to get the gateway fully fixed yet.
"Dorothy?": And so, the invading frequencies caused the dreams to layer on top of each other, and Honami and
Lahai-Roi got mixed in with one another "by accident."
"Dorothy?": I wonder if Mother knows about this...

"Dorothy?": You could think of it as the person who created me... Well, I'm sure you'll get to meet each other
someday. Personally, I find it difficult to believe that “Mother” refers to the White Tower Threnodian itself. after all, the very accident Dorothy describes was caused by the White Tower Threnodian’s influence in the first place. to me, the dialogue seems to point toward another entity or avatar entirely
