Rimuru tricked the world that he is just a demon lord like clayman not a true demon lord that is why Maribel thinks Rimuru can still be defeated by a Unique Skill.

Kazoto Tempess0 :

Just to defend some of her honor here, she thought Rimuru was just a Demon Lord, not a True Demon Lord. The previous season already established the difference between the two. And yes, she can take on someone like Clayman. In fact, Entropy is stated to be capable of defeating everyone in Tempest up to Benimaru. The only thing that saved rimuru this time is him having a Ultimate skill which automatically nullify any other skill that aren't one. She had no choice but to deal with Rimuru because she's actually smart and has experience with how greedy people can be. One episode pointed this out: her concern wasn't whether they would follow the council's rules today, but for how long. Since Rimuru is long-lived, what if he changes his mind in 1,000 years? One thing she's certain of is that Tempest is becoming the center of everything, and its influence over the council will only continue to grow. Eventually, the same system they use to control weaker nations could also be used against them which not only goes against their goal but also humanity being at risk, she doesn't know rimuru personality and also just being realistic.
