I think he moved it himself to be honest. as it was unintentional it can be put back with no penalty. he then marked it to change the ball rotation to show the line. I honestly don't think he cheated, it happens, and he gave himself no advantage

This is simply a case of a player thinking he’s doing the right thing although he is actually wrong - he’s just made a small mistake for which he should be penalised two strokes for playing his ball from the wrong place as you quite rightly state. To describe his action as cheating is ludicrous. Cheats are people who knowingly do something to improve their score - I’ve encountered a few of those over my 50 years of golfing but the overwhelming majority of rules breaches I have observed are down to misplaced ignorance of the rules and not deliberate abuse

am I right in saying in general play area you can pick up and move your ball to make sure its yours, then replace in the same spot, then on the geen mark pick up clean and putt!
