Dr.doom is just victor doom trying to undo loosing his mother and saving her soul and he’s trying to get to Richard to do that since he’s so powerful. They use RDJ so the audience will be intrigued and the characters get to fight against a recognizable face so it’ll be hard for them.

The Trav Timeline :
This podcast called Only Comics kinda changed my mind on this topic - it may feel underdeveloped and rushed, but when you compare it to Thanos’s’ buildup, he only had a combined 2 mins of screen time before infinity war, most of which was in post credit scenes. The general audience wasn’t aware or really cared about Thanos at that point. It is the first 10 minutes of infinity war which shows how much of a threat he is. Don’t get me wrong, I would’ve been more than down for more Doom leading up to Doomsday, but as long as the first half an hour of Doomsday is really compelling, I think a lot of this discourse will fizzle out.

Loki, via the TVA, moves Steve Rogers (infinity war) to the Fantastic Four universe where Doom, Reed and Sue are planning a solution to the incursions. They all travel to Earth 616 together and Steve convinces the Avengers to trust Doom. But Doom double crosses everyone and is actually the cause of the incursions.
