I say this compliment often. I was always taught growing up that it’s not as meaningful to compliment things people have no control over (eg., you’re so tall; your eyes are so pretty) compared to things people clearly put effort into/personally selected (eg., I love your haircut, your makeup is so beautifully done, you have amazing style).

I can see why you’d interpret it as backhanded but I also think that might be a reflection of how you feel about makeup. If it really is a form of self or artistic expression, as many people say, then someone telling you that they like your makeup is a compliment to your artistry. Sometimes I’ve seen makeup that really is just phenomenally done and I want to compliment the person on their work! The same way I might say I love your earrings or your outfit.
