high C is not the ultimate... there are many tenors that sing well above that note

Beautiful - what distinguishes this in level of difficulty is that his voice type is naturally set for that higher register - I hear more leggiero tenor vs a āheavierā voice type - say a lyric tenor such as Pavarotti - is orders of magnitude more challenging. Do yourself a favor and find one of Luciano singing this - and youāll also understand why he didnāt sing it often :)
