Kenya once processed its own crude and had strategic oil reserves at the Changamwe Refinery from 1963 - 1994. In 1994, IMf liberalization took effect, forcing partial Deregulation and price controls and the 'white oil rule' were removed. Kenya turned from an oil processor to captive consumer, exactly as the multinationals wanted. The Kibaki era tendee system saw an even bigger mess - eith now 43 oio marketing companies and other players doing backroom deals. The now very powerful players controlled the entire chessboard, so Kibaki couldnt reverse rhe 1994 deregulation leading to the 2005-07 exit of BP, Shell and Chevron who just decided to participate in board meetings, even as shareholders! in 2007, government approved modernization but the same multinationals refused 😠 Essar oil bought Shell & BP shares overseas.. but they didnt seem to have the cash to upgrade the refinery... so, the refinery was inefficient... they left on 4th September 2013.leading to the ultimate dismantling of oil refinery in Kenya! In 2016, GOK took over, 2017, signs an agreemenr with Kenya Pipeline... reduced to just storage and distribution facility. 2023, refinery is now wholly owned subsidy of KPC! 2023 Ruto introduces G2G oil import deal (government to government) with guld companies Saudi Aramco, ENOC & ADNOC... 2024 - Scheme flops: payments unsupported, legal and demurrage charges passed to Kenyans...
