We have solid white double lines to separate lanes on the freeway in Utah. Are you saying if I am in the lane to the left of the dounle solid white lines I am not allowed to pass the vehicle on the right of the double solid white lines? The law says I AM allowed to pass them. I am just not allowed to cross over the double solid while lines. I have to wait for the lines to break before I enter or exit that lane.

In Virginia, you are legally required to get all of these correct on the sign/general knowledge test. If you get ONE, just ONE question incorrect in the signs portion, you fail the entire test

two double yellow lines is a brick wall and cannot be passed for any reason. least that's what I was taught. But out here in South Carolina the lines are just a suggestion.
