I used to have boundless empathy for the homeless. until I married my wife who's father was homeless... on purpose, because he chose to be drunk (yes chose, he'd go years without drinking and then randomly pick it back up again). we got a very intimate education in homelessness and that moat of them have no desire to have homes if sobriety is a requirement.
