I've used these before. 22mm bit through 1 inch rebar. terrible job but if you let the bit do the work they get through it eventually.

The part that is funny to me is you would've brought some bags of concrete from bunnings, built forms and poured just so you have a spare concrete block to test tools. That's dedication
