Apparently it wasn’t a legal bungee/rope jump location or company. They were operating without a license on an abandoned bridge. Looks like the charge means they caused death by engaging in an activity where death was could have been foreseen or predicted but they chose to do it anyway. It’s not classed as an accidental death because they didn’t just miscalculate the rope length or do an incorrect knot or something. They were doing something already illegal and didn’t attach a rope at all. They acted with complete indifference to her survival so that means a higher charge than manslaughter.

Every U.S. state has its own definitions of "murder" & "manslaughter" etc. In Georgia, the murder statute says: "Malice shall be implied where no considerable provocation appears and where all the circumstances of the killing show an abandoned and malignant heart."
