Huh? US educational system has nothing to do with the recruitment of Filipinos in the US navy. The US Navy has already been recruiting Filipinos since 1901 when the Philippines was still a US colony. The recruitment continued until 1992. In fact, the Filipinos are the only foreign nationals (post independence) who were allowed to be enlisted in the US Navy. If anything, the Filipinos presence in the US Navy is a product of alliance/military agreement rather than plain labor force export forged by US education.
