where there is no love there is not commitment I think you just have a wrong definition of love, the secular one of feelings, but love goes beyond that thus it precedes commitment.

love is a pact/contract.. there are conditions.. it is established by feelings, but feelings dont last.. what lasts is parties ability to honour conditions of a contract of being a wife and husband. Feelings (including love feelings) are just a temporary wave.. but contracts binds forever.
