first you should understand the main reason as to why the rift valley lakes are swearing it is because they are basin lakes, these lakes were formed as a result of rain water collecting in a basin like area of the rift valley, they might be having shallow small inlet rivers that are mainly seasonal, The water in this lakes depends majorly on natural water evaporation for the water outlet..ndio maana the waters are salty.....now lacking outlet rivers for this lakes is the main reason why they are swelling, and occupying the areas initially occupied by people, this due to heavy rainfall and siltation in this shallow lakes...we can try 😅land reclamation... can think of building an artificial small outlet rivers of say L. Nakuru...

we all should agree that land or plots next to lakes that have this features like lake nakuru and naivasha have a small outlet should be considered public land and illegal to develop around the lake...with thus we can have good wildlife around lakes and tourism sites...
