@wired: Green algae is once again visible at the Lincoln Memorial Reflecting Pool in Washington, DC, just days after a multimillion dollar renovation project ordered by President Donald Trump finished. The Interior Department said the algae was “residual” and from supply lines that were dormant during eight weeks of construction.

Algae come from stagnant water, sunlight and nutrients. They just need to keep changing the water by pumping water to and from the tidal basin.

They just filled it with river water full of algae. The filter system is designed to remove impurities however to remove this much takes time. After it catches up it should maintain very well now that water won't be constantly added because of leaking.
