I think it’s more like he wanted Josuke to take charge in the fight, but in doing so he let his guard down and the rat managed to hit him, but in a serious 1v1 Jotaro is not losing

Jotaro always plays it safe in every fight because he has to take hits sparingly until he can figure out the win condition. The Ratt fight, however, was a solved battle. He saw no outcome where he lost for as long as Josuke was there to heal him in the end so he tanked those hits for Josuke since it would be permanent damage if Josuke got hit. If Josuke wasn't there then Jotaro wouldn't let himself get shot so easily.
