I've played the role of rules prosecutor before and it worked quite well. the group had a first time dm and we all talked in session 0 about how I would be the rules encyclopedia if we had a rules question in game.

I feel like with a new DM it should be a bit of a collective effort of everyone at the table to learn and remember the rules well enough that they can help the session run smoothly and fairly. It will fall to the DM to make judgement calls and it's more important for them to know the rules than for anyone else, but they will need help and it gets a bit clunky if you have to check the rule books too often mid-session. Eventually they can probably handle it with less help, but to begin with it seems smart to work together to keep things fair and fun.

A DM of mine once referred to me as a "rules public defender" because I would remember people's buffs/debuffs, and he would often ask me for clarification on rules he couldn't remember

i always give the dm room to make the call but explain what RAW would be. had a moment last session a player tried to use silvery barbs in a way that helped me and i explained the raw

Between my brother and I, we have a borderline encyclopedic knowledge of commonly used weapons, spells, and actions in 5E. If I'm running a game, he'll be in the party on rulebook duty, and vice versa. If someone goes Rules Lawyer, he becomes a counter-lawyer and provides fair context.
