The 1917 Constitution was influenced by Atheist, Socialists, anti-clerical, and Freemasons, who restricted the Catholic Church unfairly and wanted the government to determine how many priests were in each state. The USA backed the Mexican Government to suppress the Rebellion but mediated peace terms, leading other Mexican presidents to ignore the Constitution's anti-Catholic articles. Rape and looting were common occurrences by the Mexican Government, bandits, and some Cristeros, but mostly committed by federal forces against nuns. Wealthy Mexicans and most bishops refused to support the Rebellion. All the Catholics wanted to do was to attend mass and practice their faith freely. President Calles closed public religious spaces and expelled priests. In response, Catholic grassroots groups formed, hoping to reduce the federal government’s actions against their faith. Sectors of society each responded differently to the rebellion. One sector that was affected was women, for they held a close relation with the Catholic Church. Large numbers of women sided with the church and organized into groups to voice their opposition. President Calles’s hostile attitude during the commencement of the rebellion only escalated the conflict. Calles became the Governor of Sonora, where he had his first misunderstandings with the Catholic Church. Article 3 prohibited religious corporations and ministers of religion from operating primary schools. Article 5 banned the establishment of monastic orders and the taking of religious vows. Article 24 limited public worship to the interior of churches, always under government supervision. Article 27 stripped churches of their legal capacity to own property, transferring such property to the nation. Article 130 denied legal personality to churches, barred ministers of religion from participating in politics, and empowered individual states to limit the number of priests. These provisions formed the legal basis for the anticlerical enforcement that culminated in the “Calles Law,” which intensified the restrictions and sparked the Cristero War
