You used to able to. SOP was LOC first then once captured then G/S. Airbus changed it in about 2002.

Some aircraft (older generation of Airbus) do have the G/S Capture before LOC. The configuration is presentable at the Aircraft Configuration Summary table to review what config the aircraft equips.

You can do a capture from above and it’s a procedure you at least need to have flaps 2 and you select a vertical speed initially of 1500 ft/min. The procedure mentions that you can put the gear down but do not exceed 2000 ft/min because this is going to increase the speed
